Sent on behalf of Dave Ellis, Independent Chair, Cornwall and Isles of Scilly LSCB

Thursday, October 29th, 2009

Dear Colleague

In response to an incident in Cornwall recently, I would draw your attention to the importance of ensuring that all contractors are complying with statutory and best practice guidance around safer recruitment.

Essentially, this means that CRB checks are carried out by the contractors on all staff to be employed on a contract and the results of those CRB checks must be made available to the organisation before contract commencement.

The most appropriate guidance is set out in detail in the document entitled ‘Safeguarding Children and Safer Recruitment in Education’ (2007).

Safeguarding Children and Safer Recruitment in Education Booklet

I ask that you give urgent consideration to reviewing your current arrangements to ensure that you have effective safer recruitment policies in place.

Thank you for your help in this matter.
